The Supreme Court of India on Friday approved the notification issued by the Central Board of Secondary Education (CBSE) scrapping examinations for classes X and XIl which were scheduled from 1s July to 15th, 2020. Assessment of the performance of students in the canceled examinations would be done based on the assessment scheme as suggested by a competent committee of the CBSE for declaration of result for both Class-X and Class-XII. The CBSE notification added that for Class-Xll, CBSE would conduct an examination in the subjects whose examinations were scheduled to be conducted from 1st July to 15h July as soon as conditions are conducive, as assessed and decided by the Central Government.
"Candidates whose results will be declared based on the assessment scheme will be allowed to appear in these optional examinations to improve their performance, if they wish so. However, the marks obtained by a candidate in these optional examinations will be treated as final for those who have opted to take these examinations", the notification said.
Results based upon the assessment scheme will be declared by 15h July so that candidates can apply and seek admissions in Higher Education Institutions in India and abroad, based thereon.
For candidates in Class X, no further examinations will be conducted and the result declared by CBSE on the basis of assessments scheme will be treated as final.
Assessment Scheme
The decision followed a Public Interest Litigation (PIL) filed by a group of parents of Class XII students. They had challenged CBSE's decision to hold the remaining examinations from July 1 onwards. In their plea, the parents argued that holding examinations would expose the students to COVID-19 pandemic.
Pertinently, the Ministry of Human Resource Development had received a request from the Chief Ministers/Education Ministers of several states to cancel the remaining board examinations.
The Competent Committee of the CBSE was of the opinion that in view of changed circumstances as of now, it was not advisable prudent to conduct the examination from 1t July to 15th July across the country as health, safety, and security of children is the first priority.
