UGC issues guidelines for reopening university and college campuses

The University Grants Commission (UGC) Thursday issued Guidelines for universities and colleges to reopen their campuses.

Universities and Colleges outside containment zones may be opened in a graded manner after consultations with concerned State/UT Governments and subject to their adherence to the guidelines framed by the UGC.

For Centrally Funded Higher Education Institutions, the Head of the Institution should satisfy themselves about the feasibility of opening physical classes and decide accordingly, the guidelines state.

In State Universities, Private Universities, Colleges etc., opening of physical classes will be done as per the decision of the respective State/UT Governments.

Universities and colleges may plan opening campuses in phases, with such activities where they can easily adhere to social distancing, use face masks and other protective measures This may include administrative offices, research laboratories and libraries etc.

The guidelines have been vetted by the Ministry of Health & Family Welfare and approved by the Ministry of Home Affairs and the Ministry of Education. The guidelines can be adopted by institutions as per their local conditions and directives of the Government authorities.
